"Buzz" Driver Legislation

Some things just make sense, and so it’s difficult to understand why there are people who do not understand or follow them.

Like bus drivers not using drugs or drinking any alcohol while they are on duty. An intelligent and logical thinker would reason: children are going to be entrusting their lives to me, so there’s no way I want to see them hurt. I love kids, or even if I don’t love kids and I’m just in it for the paycheck and the cushy hours, I still wouldn’t want the grief associated with knowing that I had done something to hurt one of them. If that doesn’t work, then maybe, hey, I don’t want to lose my license and my ability to earn money by driving for a living. Then there’s always, I don’t want to be sued by all of those parents, either!

There is zero tolerance in Illinois for school bus drivers who refuse to take an alcohol or a drug test now. Back in May the General Assembly here in Illinois passed legislation that suspends school bus permits for commercial drivers who will not submit to a test. Governor Quinn has now signed it into law in August 2011 and it will go into effect on Jan, 1, 2012 as Public Act 097-0466.

If a school bus company has a “reasonable suspicion” that a driver is under the influence of alcohol or drugs, then the driver will be required to be tested before she/he can return to duty. If the test is refused, then the driver will be suspended for three years.

It just makes sense. Hopefully, no one would actually show any reason to need to be tested. Hopefully they would have more sense, and show some caution before they drive.

But then again, the problem with drugs and alcohol is that they impair one’s judgment first and foremost. Therefore people start to think, Hey, it’s no big deal, I only had a little bit and I’m feeling just fine – even better than fine! It cannot be allowed, and zero tolerance is an excellent name for it.
